Abstract

The study presented here is situated at the intersection of international and European policies involving digital technologies in their relation to school cultures and midia cultures in Portugal. These policies aim to create effective digital education ecosystems and to develop digital competencies for active digital citizenship. Methodologically, the study analysed documents from UNESCO and the European Commission, with the objective of identifying the vision of technology conveyed and establishing connections between this vision and the digital citizenship of young people in the context of midia culture. The analysis found that the vision of digital technologies conveyed by the documents encompasses both critical and instrumental perspectives. The policies analysed emphasize the need to develop digital citizenship education and midia and information literacy among young people as means to promote social inclusion, participation, and social justice in an increasingly hyperconnected reality.
