Mozambique is a signatory country of the 2030 Agenda for Sustainable Development and, consequently, the government is guided by this instrument to prepare its governance and development plans for the country. Thus, the objective was to theoretically and reflexively analyze the implementation of the policy of the right to basic education for all in Mozambique in the context of Sustainable Development Goal 4, with the aim of pointing out its progress, limits and perspectives. To this end, this qualitative research was developed, supported by documentary and bibliographic analysis. As a result, progress was found regarding the institutionalization of the policy in the legal frameworks and plans of the education sector. However, it was observed that the right to basic education is not placed as a priority by the government, as the policy is implemented in a context of little public investment, financing and austerity, limiting the provision of school conditions and human resources, which has an impact on the quality of education and the appreciation of teachers. This course of action adopted makes the implementation of the right to education very insufficient and weakens the quality of education, which could compromise the achievement of the established goals. In view of this, it is pertinent to have greater public investment in the education sector, to guarantee access to quality, equitable and inclusive education in an effective manner.
